Look at it this way. The Cadillac ATS offers 17 miles per gallon in the city. When on the highway, it offers 25 miles per gallon. On average this comes to 24 miles per gallon.

Now, considering that the industry standard is 25 miles per gallon, the Cadillac ATS is clearly below the industry average.
